Salem City Council to vote on dropping residential speed limits to 20 mph
Salem City Council will hold a public hearing and vote Sept. 28 on adopting an ordinance establishing a 20 mph speed limit on residential streets and collector streets with less than 2,000 annual daily traffic. City Council authorized leadership in 2023 to apply for funding from the U.S. Department of Transportation Safe Streets and Roads for All Program to implement "20 is Plenty" to lower speed limits in neighborhoods. Later that year, the federal government awarded Salem a $2.8 million grant to support its Vision Zero program, which aims to eliminate pedestrian deaths. The "20 is Plenty" program reduces speed limits from 25 to 20. City staff cited research that speed limits of 20 mph increase pedestrian safety and driver reaction time, reduce excessive speeding, have a negligible impact on travel times, is cost effective and works without additional enforcement. Public works officials said national crash research found that pedestrians have a 93% chance of survival in a 20 mph crash compared to 75% survival in a 25 mph crash. The Oregon Legislature passed Senate Bill 558 in 2019, allowing cities to lower speed limits in residential areas by 5 miles per hour through the adoption of an ordinance. Crews

Broken train crossing in Salem snarls morning commute
This story has been updated to include additional information. A broken railroad crossing sign backed traffic up in northeast Salem heading into downtown Sept. 24, snarling the morning commute. There was no train at the crossing at the intersection of South and Commercial streets at about 8:45 a.m. while the arms were down and the red lights flashed, a Statesman Journal reporter noticed. By 9:50 a.m., the arms were still down and a line of cars stretched back at least five blocks to Pine Street NE. The crossing signal, which is owned by Genesee & Wyoming, was malfunctioning at the time, Tom Ciuba, vice president of communications of the company said. "This event was uncommon but can occur, as it does for other technology and devices," Ciuba said. Motorists diverting onto side streets in order to make it past the blockage. The rail line is owned by Portland and Western Railroad. Union Pacific runs freight through the area. The crossing was open again by 1:43 p.m. "If anyone ever notices a malfunctioning crossing signal, they can always call the blue sign that’s on the signal device," Ciuba said. "This number connects them to a dispatch representative, who can document the

Driving Your Car Across the Country vs. Shipping It and Flying Instead
If you're driving from Boston to Portland, Oregon, that trip is likely to take four days, cost somewhere north of $800 in fuel, hotels, and one deeply regrettable gas station burrito in South Dakota. The likelihood is that you'll have arrived so tired, you'd spend your first day in a new city lying on the floor watching the ceiling.
