Man accused of kicking juvenile, pulling him off ladder in Doddridge County

SALEM, W.Va. (WBOY) — A man has been accused of child abuse in Doddridge County after allegedly kicking a juvenile and pulling him off a ladder during an altercation.

On May 13, deputies with the Doddridge County Sheriff’s Department responded to a residence on Elkhorn Road in Salem for a call of a domestic incident taking place, according to a criminal complaint.

When deputies arrived, they made contact with William Fragmin, 49, of Salem, who was on a riding lawn mower, and when deputies asked if a domestic incident had taken place, Fragmin responded, “Yes, we were fighting,” and “I lost my temper,” deputies said.

A witness told deputies that “a physical altercation took place” between Fragmin and a juvenile male at the residence while they were trying to hang a star on the side of the barn. The complaint said that Fragmin pulled the juvenile off a ladder while the juvenile’s hand was stuck in it, according to the complaint.

Deputies said the juvenile told them that after he was pulled down from the ladder, he “was kicked in the stomach” by Fragmin.

Deputies noted in the complaint that “the juvenile’s chest was red” and there was “a dime-sized red in color mark on the lower back of the juvenile,” deputies said.

Fragmin has been charged with child abuse. He is being held in North Central Regional Jail.
