    Oregon Man With Cancer Wins $1.3bn Lottery Jackpot — Plans To Find A “Good Doctor”

    Sweet story coming out of Oregon: Cheng “Charlie” Saephan of Portland is the recent winner of the $1.3 billion Powerball jackpot. As he’s still trying to take in the life-changing moment, he’s sharing just how special this really means to him.

    Saephan, who was born in Laos and moved to Thailand in 1987, before immigrating to the U.S. in 1994, is a former machinist in the aerospace industry. He’s been living in Portland for the past three decades and proudly represents his lu Mien heritage. As a devoted father to two children, Saephan faced a personal battle with cancer but with his new-found wealth, he plans to take care of his health the best way possible.

    Sharing the excitement with his wife, Duanpen, and their friend Laiza Chao, who contributed $100 towards the purchase of the winning ticket, Saephan graciously expressed his gratitude to them and God for this great blessing. During a press confrence he also said that as a cancer patient, the 55-year-old wondered, “How am I going to have time to spend all of this money? How long will I live?” But now, “I will be able to provide for my family and my health,” he said, adding that he’d “find a good doctor for myself.”

    To note, under Oregon law, with few exceptions, lottery players cannot stay anonymous. Winners have just a year to claim the top prize.

    As many know, winning the lottery, especially a large jackpot like the Powerball or Mega Millions, is extremely rare. The odds of winning these types of lotteries can be in the hundreds of millions or even billions, depending on the specific game and the number of possible combinations. For example, the odds of winning the Powerball jackpot are approximately 1 in 292.2 million, meanwhile the odds of winning the Mega Millions jackpot are around 1 in 302.6 million.

    Given these long odds, the chances of an individual winning a major lottery jackpot are extremely low. Of course people view winning the lottery as a stroke of luck or a once-in-a-lifetime event due to the rarity of actually matching all the numbers needed to win the top prize.

    However, despite the slim odds, lottery winners do emerge from time to time. The biggest U.S. lottery jackpot won was $2.04 billion in California in 2022.
