San Jose Police Department Press Release Re: Carlos Hernandez Monroy Arrest. On November 18, 2022, at approximately 2:28 PM, Officers responded to the 600 Block of River Oaks Parkway for a report of a shooting. Upon arrival, Officers located an adult male who was suffering from at least one gunshot wound. Officers and paramedics rendered life saving measures. The victim was transported to a local hospital where he later succumbed to his injury and was pronounced deceased. The suspect fled prior to police arrival.
