Commissioner Charles Moore questioned whether the program would serve solely city residents or others who've traveled from elsewhere and are staying at Share the Warmth. Heath said it could serve either, including local residents with family outside the area. Moore also questioned whether vacated shelter beds would simply be filled by other people.
