Mille Lacs residents recognized for conservation leadership

MILLE LACS — The Mille Lacs Soil and Water Conservation District (SWCD) is recognizing two individuals for their efforts on conservation and commitment to stewardship. Eugene Burma earned the recognition for his long-standing commitment to conservation and his innovative approach to balancing agricultural production with protecting natural resources. Burma has implemented a variety of conservation practices on his property within the county, including woodland management, prescribed grazing, cover crops and water-quality protection. Burma’s dedication to tree planting spans decades, and he now harvests trees grown from trees planted on his own land years ago. He also uses livestock to help manage invasive vegetation and improve forest health. Through thoughtful land and livestock management, Burma works to protect water quality, wildlife habitat and sensitive areas. He has been water quality certified for several years and maintains a strong working relationship with the District and Minnesota Department of Natural Resources, seeking guidance and implementing recommended conservation practices. “Burma’s willingness to try innovative approaches and demonstrate how agriculture and conservation can work together makes him a great example of long-term stewardship in the local community,” the SWCD wrote. Monticello vote reveals divide near proposed data center

MONTICELLO — Candidates who opposed Monticello's proposed data center drew their strongest support in the city voting precinct closest to the 547-acre development, according to unofficial results from Tuesday's general election. Monica Primeau, who challenged incumbent Mayor Lloyd Hilgart, won Precinct 3 by 352 votes, receiving 1,029 votes to Hilgart's 677. It was the only one of Monticello's four precincts carried by Primeau and nearly enough to overcome Hilgart's advantage elsewhere in the city. Hilgart won re-election by just 40 votes, receiving 2,441 votes to Primeau's 2,401. A third candidate, Jeff Rowan, received 710 votes. The geographic pattern extended to the City Council race, where challengers Derek Armstrong and Scott Cutsforth, both critics of the proposed data center, also recorded their strongest performances in Precinct 3. While the results reveal a geographic concentration of support for candidates critical of the development, they cannot establish what motivated individual voters. Support strongest near proposed site Precinct 3 encompasses much of western and central Monticello south of Interstate 94, including neighborhoods along School Boulevard and the city's southwestern edge. The proposed Edmonson Business Center would occupy approximately 547 acres south of 85th Street NE and east of Highway 25, near the precinct's southern

Curtis, Bovee and Holme win Monticello School Board seats

MONTICELLO — Two newcomers will join the Monticello School Board next year after voters elected Roger Bovee and Kent Holme alongside incumbent Melissa Curtis in Tuesday's election. Curtis led the field with 4,275 votes, or 22.15%, followed by Bovee with 4,156 votes, or 21.54%, and Holme with 3,765 votes, or 19.51%, according to unofficial results from the Minnesota Secretary of State's Office. The three candidates won four-year terms on the seven-member board. Challenger Gloria Colbenson finished fourth with 2,678 votes, or 13.88%, followed by incumbent Casey Root with 2,610 votes, or 13.52%. Laura Pelant received 1,726 votes, or 8.94%, despite ending her campaign before Election Day because of a residency eligibility issue. The School Board voted Oct. 26 that votes cast for Pelant would not count toward determining the winners. The results mean Curtis will be the only returning incumbent among the three winners. Root lost his bid for another term, while board member Mark Branson did not seek reelection. Bovee, 59, is a technology education and engineering instructor at St. Michael-Albertville High School with 36 years of teaching experience. During the campaign, he emphasized retaining quality teachers and staff, protecting distinctive programs and expanding hands-on learning opportunities. In his

Grupa wins Elk River Ward 1 race by 68 votes

Incumbent Cory Grupa will serve another term on the Elk River City Council after narrowly defeating challenger Shelly Binsfeld in the Ward 1 race Nov. 3. Grupa received 1,125 votes, or 51.37%, to Binsfeld’s 1,057 votes, or 48.26%, a margin of 68 votes. Eight additional votes were cast for write-in candidates. Both precincts in the ward had reported. Grupa said he campaigned with the same intensity he did four years ago, including knocking on doors, but expected a close race. “I figured it would be close because she has very similar thoughts and processes and beliefs,” he said. “I just knew that it could go either way.” Grupa said he believes residents want common sense from city government, particularly when it comes to taxes and spending. He pointed to the city’s 2027 budget and levy discussions as an example of the work involved in balancing service needs with the cost to taxpayers. Looking ahead, Grupa identified the planned downtown construction project as a priority, saying the city needs to protect businesses and minimize disruption when work begins in 2027. He also pointed to Highway 10 and the Specht Farm development, long-term transportation planning, coordination with ISD 728 and the potential

Monticello data center debate puts public trust to test

MONTICELLO — What does transparency look like when a community is divided over a controversial development? In Monticello, the question has become central to the debate over the proposed Edmonson Business Center, a roughly 547-acre hyperscale data center development proposed by Monticello Tech LLC south of 85th Street NE and east of Highway 25. The proposal has raised questions about electricity demand, water use, noise from backup generators and the financial obligations associated with the development. Some residents have accused city officials of withholding information or failing to adequately address their concerns, while others say the information is available but want more explanation of how and why decisions are being made. The city has published studies, development applications and meeting materials on its website. Public meetings have been livestreamed and recorded, an open house was held on the area’s environmental review, and government records have been made available upon request. Yet as the proposal approaches a pivotal City Council hearing Nov. 9, disagreement persists over whether making information available is the same as being transparent. For some, transparency means providing access to information and opportunities for public participation. For others, it means explaining decisions, acknowledging unanswered questions and demonstrating that

Seat Cover Solutions project takes another step forward

MONTICELLO — Plans for Seat Cover Solutions’ proposed $11 million headquarters and distribution center in Monticello took another step forward Oct. 26, as the City Council approved a preliminary plat for the development. The approval comes just two weeks after the council endorsed a revised state grant application for the fast-growing automotive accessories company, which recently doubled the size of its proposed facility from 55,000 to 110,000 square feet. The development is planned for approximately 11.6 acres in Otter Creek Business Park, where Seat Cover Solutions intends to consolidate its warehouse, distribution and office operations. The proposed building would include 18 loading docks and approximately 4,775 square feet of office space, with room for future office expansion. The facility is expected to accommodate approximately 40 employees. In a separate action Oct. 26, the council also approved removing existing drainage and utility easements to allow two parcels to be combined into one property for the development. Required easements will be reestablished as part of the new plat. The plans also call for a separate easement to protect an existing wood-chip trail connecting Chelsea Road to Bertram Chain of Lakes Regional Park.
