City closing in on halfway house rules

City planners are finalizing new ordinance provisions to allow group residential facilities for juveniles and adults to exist in Mount Airy as an alternative for persons who otherwise might be behind bars. The Mount Airy Planning Board has moved closer toward establishing a regulatory framework in light of interest being shown in such a facility in town. While some forms of residential group homes or extended-stay facilities presently exist in Mount Airy, that board and city Planning Director Byron Brown are now focused solely on “halfway houses” as “stand-alone” SR (special requirements) entities. Newly developed language has been added to a proposed city ordinance governing such homes in accordance with this. It defines a halfway house as “a licensed home for juveniles or adult persons on release from more restrictive custodial confinement or initially placed in such more restrictive custodial confinement.” In a halfway house, “supervision, rehabilitation and counseling is provided to assist residents back into society, enabling them to live independently,” the proposal states. No change has occurred in the city zoning districts where such facilities can be placed as the regulatory process evolved recently. Two Emergency Service providers recognized for life saving actions

Carroll County Emergency Services Director Jason Felts recognized the work of two members of the emergency services department at the November meeting of the Carroll County Board of Supervisors. “I want to come before you all for a couple of awards and y'all know I'm very passionate about what we do,” said Felts as he addressed the supervisors. “On September 17th, a nurse called 911. Her husband was having anaphylaxis, a severe allergic reaction and she didn't know what to do. She says all my training, all these years, but I didn't know what I was going to do and I thought I was going to lose my husband.” Felts continued by recounting what the wife of the ailing husband said to him. “She said, ‘I just wanted to call and tell you that the crew that showed up with their compassion and professionalism, I know that he was going to be very well taken care of and when they shut the doors on the ambulance, I wasn't worried about following them at a high rate of speed going to the hospital because I knew they were taking good care of him and giving him the life-saving measures that he
