Cleveland County commissioners approve large-scale battery storage facilities

Cleveland County commissioners have approved an amendment to the county’s unified development ordinance allowing large-scale battery storage facilities in industrial zones. The ordinance governs zoning and land-use decisions throughout the county. Commissioner Johnny Hutchins, who said he has experience working with lithium, was the sole vote against the amendment. Chris Martin, Cleveland County planning director, said Duke Energy petitioned to add the facilities to the UDO. A Duke Energy spokesperson said the text amendment does not approve a specific project, but instead establishes a pathway for future battery storage proposals while preserving local oversight. Martin said the approved amendment includes the definition of battery storage facilities, creates development standards and safety guidelines and outlines compatibility requirements with properties around the facility. The facilities will only be allowed in the county's light and heavy industrial zones. "There are very few parcels that would permit this use if approved," Martin said. The amendment defines lithium battery storage facilities as battery storage systems that store electricity, supplying it to the power grid, and are connected to an electric public utility's transmission system. "That would limit it to facilities with an agreement with a power supplier owner and redistribute power back into public utilities,"
