ROCHESTER, Minn. — Free dance lessons and social dancing events are returning to downtown Rochester from November through April. The Rochester Downtown Alliance, Rochester Art Center, USA Dance Chapter #2017 and the Rochester Salsa Community are partnering to offer the events.
