Delays for New York Full Gaming Casino Licenses Push into 2025

The New York State Gaming Commission proposed a new timeline in reviewing and approving full gaming licenses which may delay grand plans for casinos like MGM's Empire City in Yonkers.

New games and a new look

Governor Kathy Hochul and the State Legislature initially fast-tracked the awarding of three full casino licenses in downstate New York. This initiative, outlined in the 2022 state budget, aimed to expand gambling attractions including slot machines, poker, blackjack, and roulette. With 11 casino license applications already announced, including one from MGM Resorts International's Empire City Casino in Yonkers, anticipation is high. The process involves a thorough review by Community Advisory Committees and oversight by the New York State Gaming Commission . Casino applicants expected the first stage to conclude by the end of 2023, with final decisions possibly announced by 2024.

In preparation for an expected license, MGM Resorts International announced ambitious plan to dramatically transform the Empire City Casino . The proposed makeover and expansion aims to redefine entertainment and gaming at the historic facility. The design boasts a dynamic casino floor with vibrant slot machines and live-dealer table games, alongside high-limit gaming areas. In addition to the gambling attractions, a 5,000 person-capacity venue will host A-list performers.

New timeline proposed

But the anticipation for and expansion supported by the upgraded license may be premature. On Monday, March 25, the New York State Gaming Commission proposed a delay in the state's casino licensing application process. It suggested that applicants won't need to submit until next year, with licensing decisions scheduled at the end of 2025. According to Gaming Commission Executive Director Robert Williams, this timeline allows for environmental reviews and New York City land reviews to progress through this year. Furthermore, community advisory committees, crucial for applicant approval, won't be formed until next year.

While this delay may stall new revenue for the state and MTA until at least late 2025, it provides more time for applicants to secure community support and complete necessary reviews. The finalization of this new schedule by the Gaming Facilities Siting Board could reshape not only gaming across the state, but the very landscape of Yonkers itself.
