Below are summaries of actions from the Tuesday, May 7, 2024, meeting of the Royalton City Council. They were compiled by Sheila McCoy.

    Police Department

The Royalton City Council was informed by Police Chief Jason McDonald that the Department responded to a total of 61 calls during the month of April.

The Council approved the contract with Oracle America Inc., which software product will replace the current records management and communications system, along with other hardware devices, such as a car seat rail mount, dock kits, vehicle mount kits and more for the Oracle Public Safety tablets, at a total cost of $13,086. In addition, the Council approved for the Department to purchase an Axon docking station at a cost of $2,000. The docking station is used to charge the officers’ body cameras. Currently, the Department’s body cameras are brought to a law enforcement agency in Little Falls weekly or bi-weekly to be charged and for updates to be installed. It takes the cameras about two hours to charge, McDonald said.

The Royalton City Council accepted a donation of a pepperball launcher, a non-lethal weapon, from Jason Larson to the Police Department.

    Fire Department & Rescue

The Royalton City Council accepted the resignation from Ethan Way from the Royalton Fire Department and Rescue. The Council also approved for the Fire Department to purchase turnout gear from Alex Air Apparatus at a total cost of $103,660, of which $71,000 will paid using emergency grant funding the City received through the American Rescue Plan Act (ARPA) for public safety.

After hearing from Fire Chief Ted VanHove about different bids the Department received for the cost of a new building sign, the Council approved the quote of $2,585, which includes installation, from Froggy’s Signs.

Besides approving the 2024 Fire Department Policies, the Council also approved for Royalton Fire Department & Rescue to hire seven firefighters and four emergency medical responders.

    City Engineer/ Juniper Street/ Holiday

City Engineer Phil Martin with Bolton & Menk discussed the topographic survey of an area on Juniper Street where drainage will need to be addressed. The city will speak to the resident(s) it affects.

The Council learned from Martin that in reviewing Holiday’s plan to install a four-inch line into the new car wash, it was discovered that Treasure City is still connected to the waterline. The connection was supposed to be temporary. Martin recommended that the City to connect Treasure City with the proper service and to complete any underground work on Third Street when Holiday has had the blacktop removed on Third Street and before Holiday resurface the road once their project is completed. In the end, it will save the city money, he said.

    Animal Permits

The Royalton City Council approved an animal permit to Theresia Sutton on North Evergreen Street for three horses and eight chickens; Tim Borgheiinck on East Centre Street for 10 hens (no roosters); and for Dylan Kloeck on North Juniper Street for eight chickens (no roosters) and two bunnies.

Public Hearing for Flood Plain Ordinance

The Royalton City Council set a public hearing for the city’s flood plain ordinance for Tuesday, June 11, at 7:15 p.m. at City Hall.

    Council meeting moved/Cleanup Day

The Royalton City Council approved moving the next City Council meeting from Tuesday, June 4, to Tuesday, June 11, at 7 p.m. at City Hall. The Council was also reminded that the city's Cleanup Day will be held Saturday, May 18, 2024.
