CapturePoint Wants 75 Acres Near Fryeburg for 125-Mile CO2 Pipeline

CapturePoint has asked Louisiana's Department of Conservation and Energy for permission to build and operate a 125-mile carbon dioxide pipeline that could cut across seven northwest Louisiana parishes, and the company is already seeking a right-of-way on 75 acres of a small Bienville Parish tree farm owned by Larry Garrett and his brother. A public hearing on the request is set for November 17 in Baton Rouge, and Garrett says he plans to be there even though he worries he cannot afford a lawyer to represent him.

For 17 months in 2025 and 2026, the Planet Labs Tanager 1 satellite trained its NASA- designed spectrometer on northwest Louisiana as part of a UCLA Law methane project. What it found was sobering. Less than 10 miles south of Shreveport was the location of possibly the largest methane release in the U.S. at a midstream site owned by Dallas-based Energy Transfer. This “super emitter” site wasn’t the only one. The UCLA Law study pointed to four more nearby owned by Aethon, Energy Transfer, Black Bear Midstream, and Boardwalk Pipeline Partners.
