A school resource officer at Spotswood Elementary School found second-grade teacher Candyce Leigh Carter appearing to be under the influence of drugs, and authorities from the Spotsylvania Sheriff’s Office discovered “suspected narcotics” in her classroom on May 16. However, no students reported injuries or exposure to the narcotics, and Candyce was arrested for felony possession of schedule I/II narcotics, felony child endangerment, and felony child neglect or abuse.

Authorities also reported that the students were evaluated by medical staff out of precaution, and the classroom was professionally cleaned. On the same day, Candyce’s husband, Kristopher Donald Carter,34, was found responsive in a vehicle in the school’s parking lot. He reportedly appeared to be under the influence of suspected narcotics and needed medical attention. A two-year-old child was also found in the vehicle and was placed with social services for safety, as reported by TOO FAB.

Kristopher was arrested and charged with felony child endangerment and felony child neglect or abuse. The couple was taken to the Rappahannock Regional Jail, where Candyce is held without bond while Kristopher’s bond is set for $5,000. In response to the incident, School Board Chair Lorita Daniels wrote the following statement to faculty and families:

“Spotsylvania County Public Schools takes all reports of alleged personnel misconduct very seriously and follows applicable district policies and procedures when responding to and investigating complaints. The district appreciates the quick action of our Spotsylvania County Sheriff’s Department. We will continue to work diligently to ensure all students and staff remain safe while in our schools.”
