Salem City Council approves '20 is Plenty' speed limit reduction
Salem City Council voted unanimously on Sept. 28 to adopt an ordinance establishing a 20 mph speed limit on residential streets as part of its "20 is Plenty" initiative. The change is funded by a $2.8 million federal grant to support the city's Vision Zero program, which aims to eliminate pedestrian deaths. The "20 is Plenty" program reduces speed limits from 25 to 20. It would apply to residential streets and collector streets with less than 2,000 annual daily trips. City staff cited research that speed limits of 20 mph increase pedestrian safety and driver reaction time, reduce excessive speeding, have a negligible impact on travel times, are cost effective and work without additional enforcement. Public works officials said national crash research found pedestrians have a 93% chance of survival in a 20-mph crash compared to 75% survival in a 25-mph crash. Crews will begin installing the first of about 3,000 new speed signs starting in early 2027. Installation is expected to take about a year. The speed limits will take effect upon installation of the updated speed limit signs. Signs will only be installed in city limits, but staff said Marion County leaders indicated they would see how Salem's

Salem City Council to vote on dropping residential speed limits to 20 mph
Salem City Council will hold a public hearing and vote Sept. 28 on adopting an ordinance establishing a 20 mph speed limit on residential streets and collector streets with less than 2,000 annual daily traffic. City Council authorized leadership in 2023 to apply for funding from the U.S. Department of Transportation Safe Streets and Roads for All Program to implement "20 is Plenty" to lower speed limits in neighborhoods. Later that year, the federal government awarded Salem a $2.8 million grant to support its Vision Zero program, which aims to eliminate pedestrian deaths. The "20 is Plenty" program reduces speed limits from 25 to 20. City staff cited research that speed limits of 20 mph increase pedestrian safety and driver reaction time, reduce excessive speeding, have a negligible impact on travel times, is cost effective and works without additional enforcement. Public works officials said national crash research found that pedestrians have a 93% chance of survival in a 20 mph crash compared to 75% survival in a 25 mph crash. The Oregon Legislature passed Senate Bill 558 in 2019, allowing cities to lower speed limits in residential areas by 5 miles per hour through the adoption of an ordinance. Crews
