    Old Steuben County Courthouse could become apartments

    CORNING, N.Y. ( WETM ) – 10 West First Street in Corning used to be the Steuben County Courthouse and DMV. But, with the help of a new grant; it would be transformed into apartments.

    Private developers Giuseppe and Jennifer Millio bought the building on July 24, 2023 for $157,055. Now the City of Corning is working with them to apply for a state taxpayer funded grant to match that.

    “The grant is to help offset development costs. It’s a program. The Restore New York program is involved to help induce kind of private investment into projects for commercial projects. For housing projects. This one’s for housing. They’re looking to redevelop the property into seven residential market rate apartments,” said City of Corning Director of Planning and Economic Development Jennifer Miller.

    On Monday, the Corning City Council voted to make the building a local landmark and authorize the grant application.

    “Right now, it’s looking like it’s going to be about a $2.8 million project and we are trying to determine what the amount is that we will apply for to Restore New York. But, looking at up to $1.5 million in grant funds,” said Miller.

    The application deadline for the Restore New York grant is May 22. The city is still working on the application, but says it will be sent to the state by the deadline.

    There is no timetable on when the state will review the city’s application.
