Grand Rapids City Council shifts to lease option for municipal dispensary plans

The Grand Rapids City Council made a site visit to what could be the city’s future municipal cannabis dispensary during its Monday, Oct. 26, work session. The city’s initial plan was to build the dispensary from the ground up, but that plan became less feasible after city officials took a closer look at the finances of Anoka’s municipal dispensary. The Anoka dispensary opened in February and has served as both a partner and model for Grand Rapids’ development plans. Because the dispensary is city-owned, Grand Rapids was able to review its financial data from February through July. According to city administrator Tom Pagel, Anoka’s business plan did not account for the city and state sales taxes calculated into its revenue. An average customer at Anoka’s dispensary was projected to spend close to $200 per visit, but building the tax into sales trimmed that number to less than $100 per visit. The Grand Rapids City Council reassessed the true cost of building and operating a municipal dispensary with the sales tax included, and determined leasing an existing site would be the safer financial decision. Pagel said the updated projections lowered Grand Rapids’ projected average transaction from $98 per visit to $88.

Rural Minnesota voters have their say on data centers

Opposition to data centers shaped some of Minnesota's local races in this week's midterm elections, especially in rural areas. Across the country, ballot measures seeking more restrictions were largely successful. Municipal candidates who ran on anti-data-center platforms won in communities like Hermantown , just outside Duluth, where controversial action fueled resident outcry. Nationwide, voters passed 43 of 44 ballot questions calling for bans, moratoriums and other controls. Ali Mortell, director of research for the political polling firm Blue Rose Research, has been monitoring voter sentiment about this issue and is not surprised. "We've been saying for months now that data centers are deeply unpopular. Data centers are about as popular as living next to a landfill," Mortell observed. The viewpoint appeared in survey questions from Mortell's firm. A February poll issued by Blue Rose Research found two-thirds of respondents were familiar with data centers. Mortell pointed out that awareness helps candidates hone in on residents' raw feelings about nearby projects, including potential effects on natural resources and energy bills.
