BRIGHTON, N.Y. (WROC) — A much-anticipated local development is due for a vote next week, May 21. Topgolf.

The massive project is slated to be built in the Brighton corner of the CityGate development, and according to their application, is asking for $4.3 million in Monroe County incentives.

Should this vote and the project move forward, Topgolf would pay full taxes to the town of Brighton. Additionally, as part of the incentive zoning program, Topgolf would build other town amenities.

Topgolf is a series of large entertainment centers that have driving ranges, TVs, a bar, restaurant, and more.

In the application to COMIDA — the County’s development arm — Topgolf cited a spike in construction costs, going so far as to say:

“Without financial assistance from COMIDA, this project would not be able to move forward.”

In this agreement, Topgolf would have to use local labor to build the over 48,000 sq. ft. facility. In that application, Topgolf says “150-200 construction jobs and approximately 300 permanent
jobs with an estimated economic impact of $10-20 million in direct fiscal impact and $150-250 million in local economic impact over ten (10) years.”

The company anticipates 250,000 visitors coming to the facility yearly. The county calculates the cost-benefit ratio to be 39:1 at the County level.

The County and COMIDA were unavailable for comment Monday, and Topgolf declined to comment for this story. Should the incentives be approved, the target start date for construction would be this summer, with completion scheduled for 2025.

COMIDA will hold a public hearing on the proposal Thursday at noon at the Brighton Town Hall.
