'Generous' Moss tax plan is unfair to Elmira | Guest Viewpoint
Chemung County Executive Christopher Moss recently announced his “generous” plan to split sales tax revenue with county municipalities, and bragged that he had held the line on property taxes. As is so often the case with Mr. Moss, these are half truths at best. Under Mr. Moss, Chemung County has steadily cut sales tax revenue sharing with local municipalities. This forces city and town governments to increase their property taxes, allowing the Moss Administration to spend without political repercussions. His new revenue sharing plan would be more of the same, sharing excess revenue only after he has collected as much as he wants to spend. Even then, his plan is unfair. His intention is to split that pittance of revenue based on population, ignoring the fact that the City of Elmira, as the county seat, plays host to and often subsidizes important governmental and non-governmental services and amenities, including our regional hospital, which also serves as a major employer, and the former 5-Star Building, now a tax exempt county office building. Under Mr. Moss, the county has repeatedly cancelled the shared service agreements that were supposed to justify the county’s retention of more sales tax revenue. The County Legislature finally

A hotel could replace Ithaca’s aging Dryden Road Garage. Here’s the plan
The City of Ithaca is evaluating a proposal to transform the Dryden Road Garage site in Ithaca’s Collegetown neighborhood into a mixed-use hospitality destination, according to a statement from the city. The proposal would maintain public parking, expand visitor accommodations and eliminate the city's long-term responsibility for maintaining an aging parking structure, city officials said. The proposed project would redevelop the property to include a hotel, restaurant and a new parking garage. The project would increase the total number of parking spaces while maintaining the current number of available public spaces. City officials emphasized how the proposal addresses multiple long-term community and fiscal priorities. The project would maintain publicly available parking in Collegetown, support local businesses with increased foot traffic, create new amenities near Cornell University, and shift future maintenance and capital responsibilities away from taxpayers, city officials said. "The proposal presents an opportunity to retain public parking while creating new economic activity in one of Ithaca's most active commercial districts," said Mayor Robert Cantelmo in the statement. "Since conversations around this site first began in the 1980s, the city has envisioned a Collegetown that serves students, residents, businesses, visitors and Cornell University. Adding a hotel and related services can
