Columbia council raises property tax rate, updates building codes
In addition to holding a hearing on next year's budget, Columbia City Council also reviewed property taxes and heard updates to city building and fire codes, among other topics, during a packed agenda Monday night, Aug. 17. The property tax rate requires a yearly discussion and vote and while the collected tax is from 2026, it applies in fiscal year 2027 and has a budget impact. The property tax rate, after a 6-1 council vote with Ward 5 council member Christina Hartman in opposition, will rise from $0.3907 to $0.3918 per $100 assessed valuation. This equates to a collection of about $12.2 million, or 9% of the city's general fund revenue. The city has a property tax rate ceiling of $0.4136 and the rate is calculated based on the number of properties to be taxed and their assessed valuation. In a year with substantial new construction, the property tax rate may go down because total valuations have increased. That happened in 2025, explained Matthew Lue, the city's finance director, prior to the council vote. The city cannot increase property tax rates more than 5% each year per Hancock Amendment rules in the state. Code updates After months of public input
