Sacramento's Native American parade returns on Saturday. Here's what to expect

In honor of Native American Heritage Month, a parade showcasing Indigenous cultures from across California is returning to Sacramento. The Native American parade will travel down 301 Capitol Mall in downtown Sacramento on Saturday morning, Nov. 7. For the third year in a row, the parade will showcase cultural performances and floats by tribes and Indigenous organizations across the state. The parade will feature 100 floats and begins at 10 a.m., said Assemblymember James Ramos, D-Highland. The celebration, which is organized by the California Legislative Native American Caucus. “It’s a day of resiliency, of showing that our culture is still very much alive,” Ramos said. “Our songs are very much alive, even though one of the first laws in the state of California was to erase the culture of our people; we’re still here.” Tribes from the Sacramento area, Wilton Rancheria, Shingle Springs Band of Miwok Indians, the Ione Band of Miwok Indians and the United Auburn Indian Community, will lead the parade. Following them will be floats from other Northern California tribes, notably the Yurok tribe, the largest in the state. Sacramento City Unified school leaders clash with city, police over ICE notification

Sacramento City Unified School District leaders are pressing city officials to notify schools when federal immigration agents are operating nearby. SCUSD Superintendent Cancy McArn sent a letter Friday morning to City Manager Maraskeshia Smith requesting a meeting with Smith, Mayor Kevin McCarty, interim Police Chief Zachary Bales and several City Council members to “strengthen communication” with the district’s Safe Schools department. “Recent ICE enforcement activity, including the well-documented activity near Ethel Phillips Elementary School, has raised significant concerns about the fear and uncertainty experienced by our families and the lack of communication with the district,” she wrote. McArn’s letter was a formal request for a meeting, but school board trustee and civil rights attorney Jasjit Singh took a firmer stance amid surging federal immigration enforcement in the capital region. “Communicate with the school district — we don’t need kids walking past masked individuals holding guns,” he said. Singh and two other trustees addressed the City Council last week after U.S. Immigration and Customs Enforcement (ICE) agents were spotted near the south Sacramento school, causing confusion and concern among students and families during afterschool pickup. They asked city officials to notify the district when Sacramento police become aware of immigration enforcement

Sacramento City Unified to delay holiday paydays amid cash concerns

Sacramento City Unified School District has traditionally paid staff early in November and December, ahead of the holidays. This year, however, the district is moving those paydays to the end of each month after its fiscal overseer warned that the district would not have enough money on hand to issue paychecks on the scheduled dates. The shift comes as the district works to address a structural deficit of about $222 million through spending cuts and other savings. In an email to its staff on Oct. 28, the district said the Sacramento County Office of Education had directed it not to pay employees before receiving its monthly state funding payment. “As you are aware, the Sacramento County Office of Education (SCOE) is closely monitoring all our financial decisions,” the district’s communication office wrote in the email reviewed by The Sacramento Bee. “This past Friday, SCOE informed us that we would not be permitted to pay staff before receiving our monthly state apportionment which occurs near the end of the month.” As a result, the district said it would move its November and December paydays from Nov. 20 and Dec. 18 to Nov. 30 and Dec. 30. SCUSD confirmed the shift on

As deadline nears, Sac City Unified's budget could face state review

The clock is ticking on Sacramento City Unified School District’s revised budget, as its fiscal overseer, the county education office, must decide by Monday whether to approve or reject it. But the two sides have yet to bridge their differences over the budget. Now, the district is preparing to seek state help reviewing its budget if the revised budget gets rejected. The looming budget decision comes amid SCUSD’s yearlong fiscal crisis, with the district and Sacramento County Office of Education still at odds over how to address its $222 million structural deficit. By Monday, the Sacramento County Office of Education must decide whether the district’s budget revisions address its current and future financial obligations. SCOE has already signaled concerns about them, warning that the revised budget relies on uncertain revenue and solutions outside the district’s control. The district faces three possible outcomes. If SCOE approves the revised budget, the district avoids a Budget Review Committee, which would bring added scrutiny. If SCOE disapproves it, the budget goes to a BRC. The committee would have three fiscal experts selected by the district board from a list provided by the state superintendent, and it would review the budget and could recommend changes.
