    Additional charges filed against double homicide suspect

    Williamsport, Pa. — New charges were filed this week against the man accused of shooting two people two death in January.

    Troy Bennett Bailey, 57, of Williamsport was charged with an additional 24 counts after further investigation by agents with the Williamsport Bureau of Police Department. Bailey is being charged with 12 counts each of second-degree felony forgery and identity theft. An arraignment is scheduled for this week.

    In February, Bailey was charged with multiple counts for allegedly using his incarcerated son’s social security number to gain employment while using his own to collect welfare.

    At the end of March after a preliminary hearing on the charges, Judge Christian Frey dismissed three counts of identity theft, three counts of theft by deception, and three counts of forgery. Frey claimed the Commonwealth did not prove Bailey used Troy Bailey Jr.'s social security number without his consent to obtain employment at two jobs in Lycoming County.

    The forgery statute states an actor “alters any writing of another without his/her authority." According to Frey, the state failed to present evidence of Bailey altering another person’s writing.

    In the definition for identity theft charges, it states “a person commits the offense if they possess or use, through any means, identifying information of another person without the consent of that person to further any unlawful purpose.”

    The Commonwealth did not present any evidence showing if Bailey’s son did or did not consent to the use of his social security number, according to Frey.

    Charges of theft by deception and fraud to obtain food stamps or assistance were bound over for trial by Frey.

    This week, after further investigation that included speaking with Bailey’s incarcerated son on April 15 at SCI Dallas, law enforcement allegedly discovered Bailey did not have permission.

    “He (Troy Bailey Jr.) said that he never permitted Troy Bailey Sr. to sign his name on any documents including those to gain employment,” agents said.

    Bailey Sr. was hired by Security Alliance LLC in May of 2023 and received a total of 12 payments for $18,929, according to police. He worked from 2021 until 2024 for the Liberty Group allegedly using his son’s social security number. He made approximately $29,027 investigators added.

    Bailey Jr. was arrested in 2019 for the shooting death of Michelle “Tameka” Washington in May of that year. Bailey shot Washington in the head and torso in North Philadelphia, according to the police.

    Troy Bailey Jr. was sentenced to serve between 20-40 years in jail for murder of the third degree, possession of a firearm prohibited, possession of a firearm with the manufacturer number altered, carry firearms in public in Philadelphia, and possession of an instrument of crime with intent.

    Troy Bailey Sr. is accused of fatally shooting Alisha Seese and Ronald Dailey in January of this year. Bailey is also accused of sexually abusing Seese’s minor children and roommate. He is currently being held at the Lycoming County Prison without bail
