T.O. Ranch development starts construction on Hampshire Road in Thousand Oaks

Work is proceeding on the site of T.O. Ranch, a Thousand Oaks development featuring 420 residential units and 15,000 square feet of retail and restaurant space.

A construction vehicle and covered materials were seen at the vacant 12-acre site at 325 and 391 Hampshire Road Tuesday afternoon. The project is near Highway 101 and will go up where a long-shuttered Kmart store used to stand before it was torn down last summer.

The project, which includes apartments and rental townhomes, is under construction, but no date has been set for completion, according to a spokesperson for the limited liability company developing the site, Sherman Oaks-based IMT Capital V Hampshire LLC.

Alexandra South, spokesperson for the city of Thousand Oaks, said there's no date for completion. The project is listed as under construction in the city's development activity report for March.

T.O. Ranch received unanimous approval in June 2022 from the City Council, when it was touted as the largest mixed-use project in the city's history.

Plans call for a pair of four-story mixed-use buildings and 13 three-story townhome-style apartment buildings, according to city documents. The project would also include trails, dining plazas and seating areas.

The development's website, toranch.com, describes a mix of luxury apartments, collaborative workspaces and retail. Apartments will include 137 two-bedroom units, 184 one-bedrooms and 28 studios. The 71 townhomes will feature two-, three- and four-bedroom residences.

Fifty of the apartments will be affordable and another seven will feature live-work quarters. Amenities include a heated pool with spa, dog park, club room, reading garden and electric vehicle charging stations.
