Knoxville Faces Persistent Housing Gap as Affordability Pressures Mount
Underbuilding continues to shape Knoxville’s housing landscape, leaving the market roughly 1.8% undersupplied in 2026. While demand has held steady, supply has not evolved to meet today’s buyer mix. The biggest disconnect sits in the middle. Inventory remains concentrated in larger single-family homes and apartments, leaving limited options...

South Knoxville waterfront apartments stalled for more community input
The Knoxville-Knox County Planning Commission at its July 9 meeting asked developers to reconsider their already revised plan for a six-story, 225-unit apartment complex on the hill just south of the Gay Street Bridge . Commissioners were split 5-5, as concerns still linger about connectivity and how the project fits in with the neighborhood's identity. Nearly 100 public comments were submitted prior to Thursday's meeting from people who were underwhelmed by the design and worried about things like public access and the possible effects on Chapman Highway traffic patterns. CR Endeavors, a development company based in Birmingham, Alabama, in February filed a proposal for the property that has since gone through several rounds of revisions. The Planning Commission wants to ensure the development aligns with the city's South Waterfront Vision Plan , which since 2005 has encouraged much of the development and revitalization along the riverfront opposite of downtown. Planning Commission acknowledges Kerbela Shriners site challenges The South Waterfront Advisory and Advocacy Group, also known as SWAAG, has opposed the project since it was proposed and drafted several suggestions for the developer, including adding first level retail space and pedestrian walkways. The property − home to the historic Kerbela Shriners
