Fugitive Pelted With Pepper Balls In Stafford Standoff: Police

On Saturday, March 23 around 1:45 a.m., deputies with the Stafford County Sheriff's Office got a tip that Anya Dibiase was at the McDonald's on Wonder Road, Sheriff David Decatur said.

Dibiase had been wanted out of Ridley Park, PA for a felony weapons violation, and was noted to be possibly armed and dangerous, the sheriff said.

As deputies were arriving, they saw the suspect leaving in her Dodge Charger.

Deputies quickly got behind the vehicle and conducted a high-risk traffic stop at the intersection of Miracle Drive and Courthouse Road. Instead of listening to deputies’ commands, Diabiase refused to turn off her vehicle and get out.

"Due to this and the information given, it was clear this was a barricade situation," Decatur said.

To prevent Diabiase from turning this into a pursuit, deputies had the armored Bearcat go nose-to-nose with the vehicle. Despite the plethora of commands and being boxed in, Diabiase still refused to comply.

That's when deputies changed their strategy and deployed pepper ball shots within the vehicle.

"This was highly effective and moments afterwards the suspect retreated from the vehicle and into the arms of deputies where she was placed into handcuffs," Decatur said.

Dibiase was charged with obstruction of justice and served on her outstanding warrant. She was held at Rappahannock Regional Jail without bond.

Police did not say where in Pennsylvania she was from.
