This historic Kings Mountain mill could soon become apartments

A historic Kings Mountain mill that was originally opened in the late 1800s by one of the town's founders could soon be transformed into luxury apartments. The Kings Mountain City Council voted 6-1 to rezone the historic Phenix Mill property from light industrial to semi-urban residential. The change allows a developer to turn the building into apartments. Councilman Tyler Fletcher was the sole dissenting vote. Originally known as the Dilling Cotton Mill, it was built by Freno Dilling around 1892. The property is located on Phenix Street with U.S. 74 to the north and bordered by Norfolk Southern railroad tracks along the northwest. Brad Lagano, city planning director, said the property is just under 10 acres and the semi-urban residential designation fits with the surrounding area. Many of the homes near the building are former mill village houses. According to Cleveland County property records, the land is valued at $124,000. Lagano said the Dilling Mill operated for 50 years until it was purchased by Burlington Industries and renamed Phenix Mill in 1940. He said it was in operation until 1982 and has been sitting vacant for the past 40 years. A rusted chain-link fence with a no trespassing sign surrounds

'Soft-hand–strong-hand' homelessness plan would include services, penalties

HENDERSONVILLE – The city unveiled the early outline of a two-pronged approach to addressing homelessness at its Nov. 5 City Council meeting. Many details are yet to be hammered out but the city plans to adopt a program to promote and expand services for people on the street and likely add penalties for living or sleeping on public property. The draft Unhoused Strategic Plan aims to reduce and prevent homelessness by addressing its root causes, improve quality of life for those on the street and expand public-private partnerships. A draft Camping Ordinance proposes enacting a $50 ticket and/or making staying on the street an arrestable criminal offense. This “soft-hand – strong-hand” strategy, as multiple city officials called it, is meant to combine outreach and legal accountability, they said. The Hendersonville Police Department had 93 encounters with people living on the street from July through October, most of them at night or in the early morning, Budget Management Analyst Jennifer Floyd told Council. The city typically has an average of around 140 people with nowhere to live, though that number spiked to around 600 in January 2025, soon after Tropical Storm Helene, Floyd said. The city plans to conduct a point

By a hair, Olsen unseats McKinney in Fletcher Town Council election

FLETCHER – Challenger John Brandon Olsen won the race for Fletcher Town Council against partial-term incumbent Amber McKinney by the narrowest of margins Nov. 3, a deceptively close 50.06% to 49.64%, or 1,653 to 1,639. Olsen, 43, is a data analyst working on federal disaster-recovery programs and serves on the Fletcher ABC Board. "I'm humbled and grateful to the people of Fletcher, looking forward to getting down to business and doing the work," he told the Times-News Nov. 5. He ran on promoting infrastructure like sidewalks and trails to improve connectivity and safety as the town continues to grow. "We have a town that's only 6.1 square miles and we have a lot of great things happening right down in the town center. But we have a lot of neighborhoods that are structurally disconnected," he said. McKinney, 43, a healthcare worker, was sworn in as a Council member in January 2025, appointed to fill the seat left vacant by Sheila Franklin after she was elected to the Henderson County Board of Commissioners. She ran in 2026 on fiscal conservatism and support for first responders. Olsen is registered as a Democrat and McKinney as a Republican, though the contest is nonpartisan.

Environmentalists say Lake Lure sewer project deadlines have no teeth

The Town of Lake Lure’s outdated wastewater treatment plant has been out of compliance with state rules on sewage pollution for decades. Built 100 years ago, before environmental regulations, it’s practically impossible to make the leaky system meet standards. Under a Department of Environmental Quality consent order since 2022, the town is working towards rebuilding the system. Partly due to the serious damage the lake suffered in Tropical Storm Helene, the town has fallen behind on the project and missed deadlines. A new proposed agreement would effectively extend some deadlines for necessary upgrades by nearly five years. But the environmental nonprofit MountainTrue, which advocates for better water quality in local river and streams, argues that the agreement should have more teeth and put pressure on the town to fix the problem sooner. The town’s sewage collection system includes 14 miles of cast iron pipes on the bottom of the lake that lake water continuously seeps into, according to a 2007 engineering report by Asheville firm McGill Associates. That’s not polluting the lake itself but the water entering the system through those leaks is overwhelming the plant and forcing it to release undertreated sewage with high levels of ammonia and suspended
