TOMEKA BUTLER: Don’t just pass through West Memphis, Pine Bluff
For generations, cities like West Memphis have watched opportunity pass through on highways, railways, and waterways, often headed somewhere else. That story is changing. As chairwoman of the Arkansas Black Mayors Association, I work alongside mayors who lead some of our state’s most resilient communities. I see how hard they fight to improve infrastructure, create jobs, and prepare their cities for investment, often with limited resources and far too little recognition. That perspective compels me to share what is happening in West Memphis and Pine Bluff because their progress carries a message for communities across Arkansas.
