Redmond man arraigned on charges after several shots fired in home brings police, ‘shelter in place’ alert, 3-hour standoff

REDMOND, Ore. (KTVZ) – A caller reporting several shots fired in a southwest Redmond home bought numerous police to the neighborhood Friday evening, and while the caller got the gun away and fled, the possibility of other weapons led to a three-hour standoff and neighborhood alert before his arrest.

Officers responded to the 2800 block of Southwest Pumice Place after getting the call of multiple shots fired in the home. The caller said they got the gun away from the 59-year-old man, identified as Robby Dulley, before leaving the house, but that he might still have access to other guns in the home, Redmond Police Lt. Curtis Chambers said.

As a result, along with Redmond officers, Deschutes County sheriff’s deputies, Oregon State Police troopers and members of the Central Oregon Emergency Response Team responded to the scene, Chambers said.

About three hours later, Dulley was safely taken into custody on several charges, including menacing, unlawful use of a weapon, felon in possession of a firearm and recklessly endangering another person.

Dulley received medical attention as the investigation continued. Chambers said he was taken later to the county jail in Bend.

Dulley, who lives on Pumice Place, was arraigned Monday on seven initial charges, including five Class C felonies - two counts of unlawful use of a weapon and three counts of felon in possession of a firearm - as well as two Class A misdemeanors, menacing and recklessly endangering another person.

He remained held Monday evening on $50,000 bail and is scheduled to return to court in a week for arraignment on an expected grand jury indictment, court and jail records show.

The felon in possession charges involving his use of a .308-caliber rifle noted Dulley's January 2004 conviction on a fourth-degree assault charge.

"The Redmond Police Department wishes to thank our partner agencies, the CERT Team, Deschutes County 911, Redmond Public Works, and all the area residents affected by the incident," Chambers added.

The alert for the incident, intended just for residents in the immediate area, mistakenly went to Deschutes Alerts recipients across Deschutes County Friday evening.

The Redmond Police alert, sent out shortly after 7p.m., was mapped to be sent to an area of Southwest Pumice Place and 27 ^th Street.

"Police have responded to an in-progress emergency and are actively working an investigation at this time," the message said.

A subsequent alert message was sent indicating the much smaller intended area and advising other alert recipients they could disregard the notice. The shelter in place alert was lifted around 10 p.m.
