Man pleads guilty to charges from Liberty traffic stop
WARREN, Ohio (WKBN) – A man pleaded guilty to charges stemming from a traffic stop in Liberty last year. Keith Foster, 23, pleaded guilty to fourth-degree felony charges of carrying a concealed weapon and receiving stolen property. He will be sentenced at a later date, after a presentencing investigation.

Williamsport, Pa. — Prior to receiving their baccalaureate degrees, two Army ROTC cadets at Penn College have been commissioned as second lieutenants and assigned to their Army component and branch. Multiple hand-to-hand deliveries of crack cocaine to an informant
Williamsport, Pa. — A man delivered crack cocaine to an informant near W. Fourth Street three times in January, according to detectives with the Lycoming County Narcotics Enforcement Unit. Ronald Morton, 41, of Williamsport allegedly agreed to the deals with the informant as detectives listened. Morton sold .51 grams of the substance for $80 in marked bills each time he met the informant, detectives said. Morton is being charged with three counts each of criminal use of a communication facility and possession with intent to deliver a controlled substance. Morton is free on $50,000 unsecured bail.
