    Oklahoma City Police release video of deadly officer-involved shooting

    OKLAHOMA CITY (KFOR) — Oklahoma City Police Department (OKCPD) released home surveillance and body camera footage Friday showing the moments that led to one of their officers shooting and killing a man outside a home earlier this month.

    Oklahoma City Police shot and killed Kenneth Allsen outside a house on NW 106 th Street near Hefner Road and Rockwell Road on May 5.

    Officers said they responded to the house after they got a 9-1-1 call from someone who reported a man was assaulting a woman inside the home.

    In a video news release posted to the department’s Facebook page Friday, an OKCPD spokesperson said — as officers were on the way to the house, they got another 9-1-1 call from someone who said the man had picked up a gun and was firing shots in the air.

    On Friday, OKCPD released surveillance video from the house showing Allsen shouting expletives at someone inside the home’s garage, then firing a rifle into the air just as the first OKCPD officer arrived at the house.

    The spokesperson said the officer was not wearing a body camera because he is a lieutenant, and OKCPD lieutenants do not wear body cameras.

    The home’s surveillance video shows the officer emerging from behind a fence seconds after Allsen fired the shot into the air.

    The video then shows Allsen walking toward the officer. They begin shouting back and forth with each other.

    “You got to put it up. Put it up. Put it up. Put it up,” Allsen says.

    “Hey, come here. Turn around. Turn around,” the officer responds.

    “Put it up,” Allsen then says again.

    “Turn around,” The officer says back.

    “Put it up. Put it up,” Allsen says once more.

    “Turn around. Turn around. Drop to your knees,” the officer responds.

    After that, the video shows Allsen walking toward a car in the driveway. He leans on the car while another OKCPD cruiser pulls up with its lights on.

    Police say the officer in that cruiser was wearing a body camera.

    Footage OKCPD released from the second officer’s body camera picks up at the moment Allsen began leaning on the car, facing away from the officers.

    “I’ve got a taser,” the second officer is heard on his body camera telling the other officer as he runs toward the house.

    The second officer catches up to the other officer, who is pointing a rifle at Allsen.

    The second officer draws his taser and points it at Allsen, while the first officers keeps his rifle pointed at Allsen.

    Several seconds go by.

    Allsen then turns toward the officer, while reaching for an item attached to his waist.

    “Do not reach,” one officer shouts.

    At the same moment the officer shouts that, the officer with the rifle begins firing shots at Allsen, while the officer with the taser fires his taser at Allsen.

    OKCPD said Allsen died on the spot.

    Police released pictures of a handgun the spokesperson said was the item attached to Allsen’s waist he was attempting to reach.

    They also released a picture showing another handgun inside Allsen’s back pocket.

    The spokesperson said OKCPD is still conducting its own internal investigation into the shooting, and the officer who fired the shots will remain on paid leave until the investigation concludes.
