Wanted man accused of aggressive panhandling in Niagara Falls

NIAGARA FALLS, N.Y. (WIVB) — Niagara Falls police have charged a wanted man with aggressive panhandling and a series of other crimes after finding him Friday evening.

A patrolling officer said he saw Luis Ortiz, 45, panhandling drivers on Niagara Falls Boulevard while the light was changing. The officer, who said he recognized Ortiz, had him confirm his identity.

“I knew Ortiz had multiple outstanding warrants out of the City of Niagara Falls,” the officer’s report said.

As police were handcuffing Ortiz and taking him into custody, they said he fought with them, continuing to resist while officers got him in the patrol vehicle.

Because his left arm was wrapped in a cast, police said they had to put the left handcuff on a belt loop, which they say he ripped off while in the vehicle.

After causing roughly $500 in damage inside the vehicle, police got him out and restrained him with shackles.

In addition to aggressive panhandling, Ortiz was charged with criminal mischief, harassment, menacing, resisting arrest and obstructing governmental administration.
