    Carroll approves county, school board budget

    Carroll County citizens will see no tax increase this fiscal year as the Carroll County Board of Supervisors approved its FY2025 budget as well as the Carroll County School Board’s budget on May 6.

    After passing both budgets, Carroll supervisors were able to keep all local tax rates the same as the previous year — 59 cents per $100 of real estate valuation, $2.30 per $100 of personal property valuation, $2 machine and tools tax, and 69 cents merchants capital tax.

    Before approving a county budget, Carroll supervisors first approved the county school board budget with matching expenditures and revenues of $60,984,874. Supervisor Ronnie Collins made the motion to approve the school board budget. Supervisor Greg Horton seconded the motion, which passed unanimously.

    The school board expenditures are broken down into the following categories: Instruction ($39,576,430), Administration ($2,187,505), Pupil Transportation ($3,691,603), Operation and Maintenance ($6,801,284), School Food Service ($3,028,824), Technology ($2,428,158), Capital Improvement ($1,008,511), Debt Service ($2,262,559).

    School Board revenues are broken down as follows in the approved budget: State Funds ($37,588,591), Federal Funds ($6,325,254), County Funds — Operating ($14,249,251), County Funds — CIP ($637,441), Beginning Balance — CIP ($371,070) and miscellaneous income ($1,813,267).

    Carroll supervisors then turned their attention to the county budget. Horton made a motion to pass the budget, which includes equal expenditures and revenues in the amount of $100,782,970. The motion was seconded by Collins and passed unanimously.

    Carroll County’s approved expenditures for Fiscal Year 2025 include the following funding amounts: General Government Administration ($3,218,263), Judicial Administration ($2,007,698), Public Safety ($12,537,238), Public Works ($2,778,387), Health and Welfare ($9,820,922), Education ($60,946,800), Parks, Recreation, and Cultural ($877,406), Community Development ($2,556,156), Nondepartmental ($1,175,000), Redistributed ARPA Fund ($1,000,000), Capital Improvement Plan Fund ($3,690,100) and Opioid Fund ($175,000).

    Carroll County’s approved revenues for Fisal Year 2025 include the following line items: General Property Taxes ($23,945,500), Other Local Taxes ($4,607,500), Permits, Privilege Fees, and Regulatory Licenses ($122,000), Fines & Forfeitures ($900,000), Revenue Use of Money and Property ($375,900), School Revenue ($46,098,182), Charges For Service ($337,650), Miscellaneous ($198,050), Fund Balance Reserves ($1,637,437), Recovered Cost ($4,474,127), Redistributed ARPA Fund ($1,000,000), Capital Improvement Plan Fund ($3,690,100), and Opioid Fund ($175,000) for $87,561,446 in total local funds. State funds are listed as $10,400,709 and federal funds are expected to come in at $2,820,815.
