Second Phase of Herndon Homes Redevelopment Kicks Off

The redevelopment of a former public housing community is moving forward, with Pennrose , Atlanta Housing , the City of Atlanta , Hunt Companies and Oakwood Development Group celebrating the groundbreaking of Herndon Square Phase II this week.

Once complete, Phase II of the former 12-acre Herndon Homes community will deliver 201 mixed-income multifamily units. The new community is expected to begin welcoming residents in spring 2026.

There will be one-, two-, and three-bedroom units available. The community will feature a mix of 31 market-rate units and 170 affordable Low Income Housing Tax Credit (LIHTC) units, with apartments available for individuals and families at 30 to 80 percent of the area median income (AMI), which is roughly $21,450 to $57,200 for a one-person household. Eighty LIHTC units will also be supported by Project-Based Vouchers through Atlanta Housing’s Homeflex program, according to a news release.

Amenities will include a parking deck, wellness clinic, fitness center, computer business and learning center, along with an interior courtyard green space and outdoor covered picnic area.

Phase II also includes 10,000 square feet of commercial space that is envisioned to connect with Science Square , a bio-health and life science campus developed by the Georgia Institute of Technology and Trammell Crow Company.

“Herndon Square Phase II will have a significant and positive impact on Atlanta’s Historic Westside, providing workforce and deeply affordable housing options for local families and individuals,” said Amon Martin , regional vice president at Pennrose. “By integrating with the neighboring science campus and placing residents in close proximity to local job centers, we hope to expand economic opportunities and outcomes for residents of all incomes.”

Several infrastructure improvements are also planned, including a redesigned street grid, modernized streetscapes and updated storm, water and sewer systems.

In total, the Herndon Square development will come in five phases. Once complete, the master plan will include 379 multifamily units across two mid-rise buildings, a 97-unit senior building that opened in 2021, 32 townhomes, and a parcel slated for a grocery store along Northside Drive.
