    City Council updates Oahu’s wildfire risk and preparedness

    HONOLULU (KHON2) — Lahaina was top of mind as City Council discussed Oahu’s wildfire risk and preparedness Thursday afternoon on May 2.

    First responders and city officials emphasized communication between departments during evacuations from the field to dispatch to the Emergency Operations Center (EOC) and senior leaders, according to Department of Emergency Management (DEM) Director, Hirokazu Toiya.

    “For me to be able to issue the emergency alerts over a TV, radio, cell phone, and sirens, I have to have a clear picture from [Honolulu Fire Department (HFD)] on what’s going on in the field,” said Toiya. “We do believe that we have an effective structure that we’re continuing to refine the process.”

    Over 60% of communities are built to have one way in and one way out, according to Toiya. Officials are seeking potential alternate evacuation routes for these communities. DEM is working with Nan Inc. and property owners to make a dirt access road near Pueonani Street by the Makakilo quarry an emergency route for neighbors.

    Officials stressed community-level education and awareness. Since 2023, Oahu’s Firewise Communities, a program recognizing neighborhoods actively working toward wildfire preparedness, have increased. There are now three nationally recognized Firewise neighborhoods on Oahu with five more in the application process, stated Nani Barretto, Hawaii Wildfire Management Organization, Co-Executive Director.

    When it comes to resources, HFD stated it is well equipped.

    “Our vacancies are very low. Our staffing is good,” said Fire Captain Craig Uchimura. “Mechanic shop is keeping our relief fleet up to speed.”
