    Town of Hayward facilities study to begin in May

    The Town of Hayward Board and Town Facilities Planning Committee met with consultant Kraus-Anderson (K-A) staff Tuesday April 23 to discuss the facilities conditions assessment and feasibility study which K-A will perform, and their timeline for the years 2024-26.

    K-A Staff Dustin Phillips, Mike Phillips and Tim Kittilla indicated that the findings will include options for deferred maintenance including the “do nothing” option, replacement, refurbishing or upgrades, prioritization, cost estimates and recommendations for the facilities, which include the town hall, fire station, highway equipment storage buildings and the grounds.

    “This is the identical process that the Hayward School District used” in their recent facility assessment process, Kittila said. It’s up to the town board to decide what to do and who will be hired (such as hiring an architect, soliciting bids, awarding contracts and construction management) at each step in the process, he indicated.

    “We will take a fresh look” at the previous study of the town’s facilities which was performed by Legend Architecture in 2018, Kittilla said. “We will do due diligence and share it with the public. You will get a lengthy report.”

    Kraus-Anderson plans to start their facilities condition assessment in mid-May following the approval of contracts.

    K-A’s proposed fee for their facilities condition assessment is $11,500. They indicated soil borings and analysis may cost $15,000 to $30,000.

    “We have been collecting information since 2018,” said Town board supervisor Andrea Wittwer. “We have done some of the ground work, dons studies with department heads.”

    The timeline which was presented by K-A includes a community engagement open house on July 13. K-A also has an online portal for the public to view information.

    Wittwer said the town’s comprehensive plan includes flood plain and wetland protection standards that may require permit applications and may impact where facilities are located.

    The next town board regular meeting will be at 7 p.m. Tuesday May 14.
