Serial killer expert has a 'Chilling Evening' in store for Green Bay
Spend the night before Halloween with Dr. Katherine Ramsland and you’re likely to leave the Ashwaubenon Performing Arts Center feeling both enlightened and a little freaked out. As a forensic psychologist who has studied and corresponded with serial killers for three decades, she’s an expert on the kind of scary that only true crime can deliver. Her “Cracking the Serial Killer Code: A Chilling Evening with Dr. Katherine Ramsland” at 7:30 p.m. Oct. 30 offers a look into the minds of such notorious figures as Dennis Radar, better known as “BTK,” and Elmer Wayne Henley Jr., the teen accomplice to the “Candy Man" (Dean Arnold Corll). When Ramsland goes on the road with her live talks, it’s also a chance to bring up killers that might be relevant to audiences in whatever market she’s in. So in Wisconsin, Jeffrey Dahmer or Ed Gein may pop up, and because her appearance is so close to Halloween, she says “serial killer ghosts” could also get some time. “I don’t want to downplay the fact that this is all very disturbing. I want people to be disturbed so that they take measures to keep themselves protected, but at the same time I don’t

Green Bay Public Market readies revised project plan, loses county grant
This story has been updated to add new information. The oft-delayed Green Bay Public Market project has lost a grant just as backers say they're on the verge of sharing a scaled-back plan and updated timeline for the North Broadway food hall. Brown County Corporation Counsel David Hemery in an Oct. 15 email notified Public Market officials the county rescinded the $250,000 project grant , awarded in December 2024. The project would not meet the funding requirements, he said. The county at the same time revoked a similar, $100,000 award to the Green Bay Children's Museum on the same grounds. The project will not complete construction by Dec. 31, 2026, a key requirement of the grant, Hemery on Oct. 28 told the Brown County Board. The county's Administration Committee in April asked Hemery to contact the Public Market and Children's Museum for updates due to inactivity and that neither project's leaders responded to the county's letters. Hemery shared details of the grant recissions during the County Board's annual budget meeting at the request of Supervisor John Van Dyck who said he wanted it explained to the full board that the action was not the board's fault, but "the failure of

WisDOT seeks community input on U.S. 10/State 441 maintenance project
The Wisconsin Department of Transportation is once again eyeing part of U.S. 10/State 441 in the Fox Cities for maintenance. Between Cold Spring Road in Fox Crossing and South Telulah Avenue in Appleton, the department has proposed concrete pavement repairs along the mainline and interchange ramps, replacement and/or adjustment of some deteriorated beam guards and culverts, replacement of the approach slab at U.S. 10 eastbound over Little Lake Butte des Morts bridge, secondary structure improvements, and upgrades to curb ramps, signal/electrical systems and pavement markings. The goal of the project is to improve ride quality in the area and extend the service life of the road and structures under the pavement and along the corridor, according to the department. The department has also launched a new webpage to further explain the work, its schedule, potential impacts to the community and drivers, and opportunities for the community to provide feedback: projects.hub.wisconsindot.gov/pages/15007800 . When would this work on U.S. 10/State 441 start? If approved, the work is scheduled to begin in 2032, but could start as early as 2031. Leading up to that work, the department will be working on environmental documents in 2027, with final design taking place between 2027 and
