Green Bay wants to fine owners for business property vacancies
A proposed law to discourage vacancies in Green Bay’s commercial buildings with escalating fees on property owners got the backing of the Protection and Policy Committee on Oct. 12 against objections from the Wisconsin REALTORS Association . Committee members, voting 3-1, endorsed the measure as a tool to cut blight and spur economic activity following complaints by some residents. City Council member Bill Morgan was the lone dissenter, saying some people simply wished to accumulate commercial property, which the law’s sponsors contested. “I don’t think those people exist,” City Council member and sponsor Joey Prestley said, adding later, “And if somebody is doing that just to collect them, I think we should not be incentivizing that as a city.” If adopted after two readings at City Council, Green Bay would join hundreds of communities nationally , from Alabama to Delaware to California , that have passed similar ordinances to combat vacancies seen as depressing economic development and the aesthetic of communities. The law would create a city registry of commercial vacancies and make property owners register their buildings no later than 60 days after being unused. Should the property stay unoccupied, the law would mandate owners renew their registration each

Luminous water tower, new housing, more Lawrence Town Center updates
It's been 13 months since Boardwalk Development Co. CEO Jim Ostrom stood in a wet, muddy field to throw the ceremonial first shovel of dirt to start construction of a sprawling new mixed-use neighborhood in the Town of Lawrence. As he looked out on the same site on the warm, sunny morning on Oct. 7 Ostrom was impressed by the farm field's multifaceted transformation into Lawrence Town Center in such a short time. The first of more than a dozen homes are under construction and the first apartment building's second elevator shaft is quickly rising. Town Center Drive now connects Mid Valley Drive to Williams Grant Drive, the neighborhood's western and eastern boundaries. Several more roads have been paved in asphalt. Recreation trails have been paved, and work has started on resident amenities like pickleball and basketball courts. In Love Park, the development's centerpiece, bridges will soon span the 6-acre lake to connect a central island to the shore. Everywhere young trees and vegetation have been planted. "It’s kind of crazy but on a beautiful day it’s rewarding to be here," Ostrom told the Press-Gazette. "It's an exceptional day. We're making fabulous progress." Even more crazy: The 153-acre site bounded
