The City of Janesville has announced the details for this year’s Jolly Jingle holiday lighted parade. Downtown Janesville Inc, Avondale Roofing and the Janesville Area Convention & Visitors Bureau are partners with the City in presenting the event. Organizers are looking for community groups and organizations, bands, businesses, non-profits, church groups and other community stakeholders to be a part of the 2026 event. Leaf collection has begun in the City. City staff will circulate periodically to collect leaves, weather permitting. Residents should rake their leaves to the boulevard area or curb for city pick-up. Leaves will not be picked up curbside if they are in bags. Please keep leaves out of the street and gutter. Do not mix branches, limbs, garden waste, animal waste, or stone in with the leaves. The vacuum cannot pick them up. Also, leaves will not be collected if a vehicle is parked in front of them or if they are next to a fire hydrant, pole, or power pole guy wire. The City does not have curbside pick-up of leaves in the spring. Residents will be responsible for proper disposal of their own yard waste.

Dear Editor: Regarding “Dane County must stop underfunding mental health services," Oct. 20. It hit me like a ton of bricks that the Dane County's Journey Mental Health Center, led by the heroic Sarah Valencia, is not being reimbursed properly. For the last year we have depended on their staff to get us through some very rough times. Our adult son, who has a profoundly disabling schizophrenia, depends on regular anti-psychotic medication and psychiatric oversight to help him live in the same reality as everyone else.

Hiawatha West Draws Federal Funding Toward Madison

MILWAUKEE — Amtrak on October 22 welcomed the Federal Railroad Administration’s selection of Hiawatha West for Consolidated Rail Infrastructure and Safety Improvements funding. The award advances an extension of Chicago-Milwaukee Hiawatha service west into Waukesha, Jefferson, and Dane counties, including Madison, Watertown, and Pewaukee. The Wisconsin Department of Transportation and Amtrak are developing the project with the host railroads, CPKC and the Wisconsin & Southern Railroad, a Watco property. The same track work is meant to benefit the Borealis and the Empire Builder as well.

GM/JATCO site referendum passes

JANESVILLE — On Wednesday morning, the 250-acre, former Janesville General Motors/JATCO site will continue to be blighted, vacant, disused, overgrown with brush and strewn with rubble — with major environmental cleanup needed. But the difference is that now, if a developer wants to build out an industrial project across 100 acres of the site, and it’ll cost more than $450 million, voters automatically get authority to approve or deny it. The numbers aren’t official until the county canvass meeting, but with the unofficial total vote in on the referendum question at press time, 16,779 residents in Janesville had voted “Yes” to the referendum, compared to 9,932 votes who voted “No.” It means voters will have the authority to OK larger-ticket items at the GM/JATCO site, either through special or regular elections. It came after a weeks-long information war between business interests and labor groups favoring a reduction in red tape, and grassroots neighborhood organizers who wanted the public’s voice to ring just as loudly as a prospective developer’s. Business interest and labor groups like Grow Janesville Responsibly vehemently opposed the referendum, saying they fear it will chase away some large-scale prospects for redevelopment that could bring serious environmental cleanup that
