117 Dover city, school employees paid $100,000-plus in 2023: Here's list of all salaries

DOVER — A look at city-side employee salaries and Dover school employee salaries shows a combined total of 117 people on the payroll earned $100,000 or more in total wages in 2023, with City Manager Michael Joyal Jr. again at the top of the list.

The number of $100,000 earners last year in Dover increased from 2022, when 88 city and school department employees earned that much or more. Dover paid out over $27.4 million in total wages to city-side employees last year. The city school district paid just shy of $36 million to 903 employees.

Joyal was paid $242,715 in 2023. He has been city manager since 2005 after a decade as assistant city manager. City and town managers or administrators are often their municipality’s top earners.

A number of city police and fire department personnel earned tens of thousands of dollars in overtime pay, pushing them over the $100,000 margin in total wages. There were 93 city-side employees paid at least $100,000 last year as well as 24 employees of the city's schools.

Fire and rescue paramedic Brian Jacques was the second-highest earner in the city last year at $191,047. He was followed by Community Services director John Storer at $178,319, Police Chief William Breault at $177,440 and city fire Capt. Marc Plante at $174,889.

Six of the top 50 wage earners on the city side in 2023 were women. Anne Dove, the city’s information technology director, made $161,979 last year, the 11th-highest among all city employees.

In nearby Rochester, a total of 47 city and school department employees were paid over $100,000 last year, while in Portsmouth, that six-figure pay was earned by 192 city and school employees.

Dover school salaries highlights

The wage figures from SAU 11 were released by district business administrator Michael Limanni.

Following Harbron at the top of the list was school district assistant superintendent Christine Boston at $134,814, then Limanni at $131,555. Dover High School principal Peter Driscoll made $127,770.90, followed by Dover Middle School principal Kimberly Lyndes at $122,938 and Woodman Park School principal Patrick Boodey at $115,792.
