    2 charged with fatally shooting 18-year-old on Delaware State University’s campus

    PHILADELPHIA (KYW Newsradio) — Two men have been charged with murder in the shooting death of an 18-year-old woman last month on the campus of Delaware State University.

    Around 1:40 a.m. on April 21, Dover police said Camay Mitchell DeSilva, of Wilmington, was visiting the campus when she was fatally shot in the head near the Warren-Franklin Hall dormitory. The school issued a statement saying DeSilva was not a student at the time of the shooting but had recently been accepted to DSU and was planning to start there in the fall.

    On Monday, police announced the arrests of 20-year-old Destry Jones and 18-year-old Damien Hinson, both of Dover.

    Investigators said DeSilva was not the intended target. Police responded to calls of shots fired on campus after there was a physical altercation. DeSilva was not involved in the fight.

    Investigators later identified Jones and Hinson as the pair fighting with two other young men, ages 20 and 21, at the nearby Tubman Laws building. Officials said they opened fire — but hit DeSilva.

    U.S. marshals arrested Jones in a Brooklyn apartment on May 2. Hinson was arrested in Dover that same day. Jones is being held in New York awaiting extradition.

    Jones and Hinson are each charged with first-degree murder, attempted murder of the pair they got in a fight with, and related offenses.

    Officials said Jones and Hinson are not DSU students and are not affiliated with the university. In a statement , DSU President Tony Allen said the university has increased police patrols and security on campus.
