CARE Court, like all of California’s recent mental health-related policy changes, has been touted as an answer to the state’s chronic homelessness crisis. The new judicial division will handle mental health cases, getting people into treatment and housing and – theoretically – off the streets. The vast majority of the state has yet to start the program, which was passed into law via the CARE Act and signed by Gov. Gavin Newsom in 2022.
