NP)--A bill authored by State Rep. Chad Caldwell of Enid to create a one-year pilot program to help school districts keep cellphones out of classes is working its way through the Legislature. House Bill 3913 was recently passed 13-0 by the Appropriations and Budget Education Subcommittee. “Ask just about any teacher and they will tell you about the serious challenges they face from dealing with cellphones in the classroom,” Caldwell said. “Schools that have incorporated phone-free policies have seen a positive impact not only on education outcomes but on discipline issues and student mental health as well.” The bill would authorize the Oklahoma State Board of Education to create the pilot program for the 2024-25 school year to provide grants to public middle schools, junior high schools, and high schools to incentivize phone-free spaces for student learning. The grants would be used by schools to purchase devices or equipment where students could store their cellphones during the school day. The legislation also stipulates that schools would “adopt a policy regarding emergency use of cellphones by students during the school day including, but not limited to, medical issues documented by a licensed medical professional.”
