York County Chinese eatery failed after cockroaches found in kitchen

The state Department of Agriculture conducts annual inspections of food-serving businesses to ensure public safety and safe food-handling practices. Schools are inspected twice per year, according to the Bureau of Food Safety and Laboratories. Whether an establishment is considered compliant or noncompliant is at the discretion of the inspector. There are, however, several violations for which inspectors should automatically consider establishments noncompliant. Called "critical violations," they include food temperature issues, employee hygiene and issues with chemicals and how they're handled. Depending on the severity of the situation, inspectors and their supervisors could file citations or close an establishment. >> Please consider subscribing to support local journalism. Borough officials denied the transfer in August after a three-hour public hearing that included criticism that the company hadn't been a good neighbor . CHR Corp. was the winning bidder for two licenses during a June auction of excess restaurant licenses that may be transferred across county lines. The expired restaurant licenses had been put up for auction before but did not receive any bids, according to the Pennsylvania Liquor Control Board. CHR Corp. bid $200,670 for a restaurant license from Sheffield Township in Warren County, the state Liquor Control Board said. In addition to paying the winning bid, the company must also pay a $50,000 fee to transfer the license to another county. Rutter's has a six-month deadline to apply for the transfer of the license. The York County-based convenience store chain now wants to move the liquor license to its store at 2115
