Rollingstone veteran accepts Quilt of Valor
William “Bill” Schell, of Rollingstone, was presented a Quilt of Valor at the Winona American Legion. Bill enlisted in the U.S. Navy in 1966 and went to Naval Station Great Lakes in Chicago for boot camp. He was on Brother Duty, with his brother Ed, on the USS Bayfield stationed in Long Beach, Calif., and had a tour to Vietnam for two years and 13 months as a welder. He was sent to welder school and then worked with the Navy Seal team for six months back in Vietnam on night boat duty in the open waters, which was a pretty dangerous job. In October 1969, Bill was discharged from active duty in the U.S. Navy.
Winona council approves revised code of conduct
The Winona City Council approved and adopted a code of ethics and conduct as well as rules of procedures on July 15. City Council members said the document puts into writing a lot of what the council does already and will provide a helpful guideline for the future. Initially, City Council members opposed some aspects of the new policy about how to interact with the media and whether to defend majority decisions of the council, even if one personally disagrees, both of which were changed for the final policy.

Exceptions approved for downtown hotel
The city of Winona Board of Adjustment (BOA) granted 60 Main developers’ request last week to allow for fewer windows than normally required on some sides of the hotel-apartment building currently under construction downtown. BOA members noted the city’s downtown aesthetic rules are geared toward retail spaces and said the rules may not be as applicable for 60 Main, a residential-focused project. BOA members also highlighted other buildings in the same area with few windows and other projects that received exceptions — or variances — to the window requirements.
Altura continues talks on school building
Since the city of Altura purchased the former Altura Intermediate School property from the Lewiston-Altura School District in 2023, the city has weighed options for the property – from using it as a community center to developing housing — and it now plans to again discuss next steps at a special meeting in August. The goal is to move forward with a plan for the property by the end of August, Altura Mayor John Mask said.
