Guernsey County rejects Children Services levy, renews local tax measures

CAMBRIDGE − While renewal levies faired well in Guernsey County in the Nov. 3 general election, a new countywide levy was rejected by voters. Guernsey County voters had four countywide levies on the general election ballot to consider. Only one was an additional for Coshocton County Children Services. It was voted down with 6,461 votes against it and 6,024 votes for it, according to unofficial numbers from the Guernsey County Board of Elections. The agency was seeking a 1.25-mill property tax levy for 10 years estimated to generate approximately $1.75 million a year. A similar levy in the spring primary failed. Executive Director Nicole Caldwell said the need for funding was based on a dramatic rise in foster placement costs. Placement costs went from $3.02 million in 2020 to $5.61 million in 2025, a nearly 86% jump. Placement costs is about 64% of the agency's total expenditures, up from 50% in 2020. In the last nine months, Caldwell said they have cut six child welfare worker positions, reducing staffing by 20%. Judge calls riverbank hammer attack 'outdoorsman's worst nightmare' | Exclusive

COSHOCTON − A 58-year-old Coshocton man said his lifelong love for fishing has been dampened since he was attacked with a claw hammer while fishing along the Muskingum River. Derek R. Tanner, 38, of Coshocton, was indicted in March on charges of felonious assault, a second-degree felony, and criminal damaging or endangering, a second-degree misdemeanor, relating to a Feb. 26 incident. The criminal damaging charge related to fishing poles and tackle the victim said Tanner threw into the river. More: Coshocton County grand jury indicts man accused of hammer attack A jury convicted Tanner on both charges following a trial on Nov. 3 after about 30 minutes of deliberation. Sentencing immediately followed where Judge Robert Batchelor handed down the maximum prison term for the assault charge, an indefinite term of 8 to 12 years. Tanner will also serve 18 months to 3 years of post-release control. He was granted 251 days of credit for local incarceration. Tanner was also sentenced to 90 days in jail for the criminal damaging charge, which will be served concurrently with the prison time for the felony assault. Texas man who traveled to Ohio to meet teenager sentenced

On Nov. 5, 2026, Harrison Barton, 39, was sentenced to 30 years in federal prison by U.S. District Judge Edmund A. Sargus Jr. Harrison previously pleaded guilty to charges of sexual exploitation of children and kidnapping. A Texas man pleaded guilty in federal court in Columbus to traveling to Ohio and having sex with a teenager he met while playing an online game . Harrison Barton, 38, of North Detroit, Texas, pleaded guilty on Feb. 5 in U.S. District Court for the Southern District of Ohio to sexual exploitation of children and kidnapping. As part of a plea deal, Barton faces a recommended 25 to 30-year prison sentence. No sentencing date has been scheduled. According to court records, Barton took a bus from Texas to Ohio in February 2025 to meet a 15-year-old girl he met while playing "Call of Duty" online. The teenager picked Barton up in Newcomerstown, Tuscarawas County, according to court records, and the pair drove to John Glenn Columbus International Airport with plans to go to Florida. Before going to the airport, Barton engaged in sexual conduct with the teen and took sexually explicit photographs of her, court records state. Barton was arrested at the airport.

Wilson tops Hannon in Guernsey County commissioner race, retains seat

CAMBRIDGE − He's know there are plenty of challenges ahead, but Dave Wilson of Cambridge is happy to get another term serving the people of Guernsey County. The incumbent Republican was challenged by Democrat Tom Hannon of Senecaville. Wilson won re-election with 8,213 votes to 4,427 votes for Hannon in unofficial vote totals from the Guernsey County Board of Elections. Wilson, 71, was first elected as Guernsey County commissioner in 2014. He previously worked in advertising for the Cambridge Daily Jeffersonian and New Philadelphia Times-Reporter and for AVC Communications. He was also the operations manager, on-air talent and general manager/owner of WBIK-FM. Hannon, 62, has been a teacher at Cambridge High School for 34 years. He has taught a wide variety of subjects, including physics, mathematics, computers and STEM courses. He also created the school's drone program. Hannon has a master's degree in educational leadership from Salem University. "He's a class act and I really appreciated him and the way he handled things. Everything was very much above board and I think we developed a strong mutual appreciation," Wilson said of his opponent. Glouster woman dies after stalled truck rolls backward in Morgan County

McCONNELSVILLE – Deputies with the Morgan County Sheriff's Office responded to the scene of what originally was a stalled-out truck in the 5500 block of Pounds Road Nov. 2. The accident turned fatal after the vehicle unexpectedly moved and struck a Glouster woman who later succumbed to the injuries. Police have since investigated the incident and determined that Richard Blair, of Glouster, was driving east on Pounds Road when the vehicle stalled in the roadway east of Burr Oak State Park while attempting to travel up a steep incline, according to an announcement from the sheriff's office. Blair exited the vehicle to look for the problem and the passenger, Gloriana Blair, climbed out the other side. She was hit by the door as the truck suddenly started moving backward. She was reportedly knocked to the ground and struck by the vehicle, the announcement stated. Gloriana was transported to O'Bleness Hospital in Athens County by the M&M Emergency Squad, where she later succumbed to her injuries. Wilderness Center opens Belknap Woods Trail to the public for first time

The Wilderness Center will open a new one-mile public trail at Belknap Woods near Atwood Lake on Nov. 14, giving visitors access to a 112-acre preserve that has been closed to the general public. The nonprofit will offer free guided hikes at 10 a.m., 11:30 a.m. and 1 p.m., according to a community announcement. Registration is required and space is limited. Belknap Woods, in Tuscarawas County, has been protected since 2010 through the Belknap family's commitment to conservation. The preserve had not previously been open for general public access. The Wilderness Center developed the trail with support from The Reeves Foundation as well as its staff, volunteers, members and donors. What hikers can expect The one-mile loop passes through pine plantations and hardwood forests, crosses small streams and covers rolling terrain with more than 100 feet of elevation change. The Wilderness Center says hikers also can encounter American chestnut trees and one of the largest American sycamores its team has observed. The trail offers a more rugged woodland hike than the relatively level limestone-gravel trails at The Wilderness Center's main campus in Wilmot. Muskingum County fair board sees major turnover in 2026 election | Exclusive

ZANESVILLE – A year marked by resignations, vacancies and debate over the fair's direction culminated in the Oct. 28 Muskingum County fair board election, where only two incumbents retained seats and two former members returned. Six fair board positions were up for election. The two returning incumbents are Heather Noss and Darren Hanby. The two returning fair board members with previous tenures are Derek Watiker, who received 202 votes, and Andy Wilson, with 192, according to the election results, according to the board. Their return comes after resigning within the past year.
