Bethel Church campus project gets new phase approval
Amid questions from neighbors about traffic, the Redding Planning Commission on Tuesday approved an amendment to Bethel Church’s new campus that breaks the project into three phases. The vote was 4-0 with commissioner Russ Wenham recusing himself. Commissioners Kent Manuel and Luke Miner were absent from the Oct. 13 meeting. Wenham was not present for the Bethel item and provided a statement that Planning Commission chair Leslie Williem read. Wenham, who is running for a seat on the Redding City Council, stated he recused himself because he worked for GHD Inc., which provided consulting and engineering services for Bethel on the project. He also worked on the project on behalf of Bethel. Bethel is building a 208,192-square-foot campus off Collyer Drive north of Highway 299 that will feature a church, its School of Supernatural Ministry, an administration building and facility/maintenance building. Questions from neighbors about construction of the administration building that opened last year at the new campus in part prompted Bethel to work with the city to phase-in the project. Tuesday’s Planning Commission meeting was the fourth time — twice because opponents appealed and failed to stop the campus — the project is presented to the city since it

Bethel Church asking Redding to phase its campus project
Nearly 10 years after the city approved a new campus for Redding megachurch Bethel, the project is coming before the city again. This time it's to amend the conditions of approval to the development plan, which would break the project into three phases. Tuesday’s Planning Commission meeting will be the fourth time — twice because opponents appealed and failed to stop the campus — the controversial project is presented to the city since it was first approved in September 2017 . The meeting starts at 4 p.m. at City Hall on Cypress Avenue. “In short, the only reason this is happening is because the city requested it. The city requested us to come up with a phasing plan,” Jon Cook, Bethel’s director of capital projects and construction, told the Record Searchlight on Monday. Redding Planning Manager Lily Toy said the plan to phase in the project came as a result of the city telling Bethel that an amendment would be required after it was apparent that the campus was not going to be built all at once. Cook said the amendment does not change any of the requirements or scope and size of the project off Highway 299 in east
