Winona negotiates MnDOT’s Hwy. 43 project details
The Minnesota Department of Transportation (MnDOT) recently met again with the Winona City Council to discuss the state’s planned Highway 43 reconstruction project through town slated for 2028. Council members raised concerns about a new Sarnia Street sidewalk, the elimination of a downtown traffic signal, and bicyclist infrastructure. Although some City Council members and residents would prefer the highway to be rerouted onto Pelzer Street and Riverview Drive, the council recently learned the change would be extremely costly for the city. The council has until mid-November to approve, recommend changes to, or deny MnDOT’s 2028 highway project.

MnDOT investigating dip in new roundabout on Hwy 19
A dip has developed in the recently completed roundabout north of Lonsdale, and the Minnesota Department of Transportation is investigating what caused it. The roundabout at Highway 19 and County Road 2 opened in mid-July. MnDOT crews applied temporary asphalt patching Monday, Sept. 28, to even out the dip while the agency determines the cause. “There’s a dip that has developed there that we’re investigating to determine what the cause is, and then figure out how to fix it,” said Mike Dougherty, MnDOT District 6 spokesperson. “We’ve just put some temporary patching in right now until we can determine what’s going on underneath the ground.” A New Prague Area Schools bus is seen driving through the new roundabout Thursday afternoon near Lonsdale, where it narrowly avoided the dip in the road of unknown origin. The dip is noticeable as drivers pass over it, though the asphalt patching makes it impossible to miss. The sidewalk abutting the dip has also begun to crack. “It’s not super wide, but it’s enough that those vehicles will dip down as they go through that,” he said. Dougherty said the cause could be a sinkhole, a broken drainage pipe or something else happening underground. Crews

Winona may consider eliminating parking requirements
City of Winona staff tested the waters on eliminating parking minimums with the Heritage Preservation Commission (HPC) in early September. Senior Planner Luke Sims said minimums often lead developers to overbuild parking, and he sought potential input on changes or elimination of parking minimums from the HPC, which would go to the Planning Commission and eventually the City Council for final action. HPC members were divided and requested more information before making a recommendation.
