Construction of gas power plant in Doddridge County approved by state

WEST UNION, W.Va. (WBOY) — The construction of an electric generating facility that was first proposed in 2022 has been approved by the Public Service Commission of West Virginia (PSC).

The facility will be built on a 230-acre piece of land in Blandville and generate enough electricity to power up to 1.8 million homes every year, according to a PSC press release.

12 News first learned in September 2022 that Competitive Power Ventures (CPV) planned to build the power station , and the Doddridge County Commission approved a Payment in Lieu of Taxes (PILOT) agreement for the project in December 2022 . The petition for the project was filed by CPV in December 2023 and was officially approved by the PSC on Monday.

Constructing the “2,060-megawatt natural gas-fired combined cycle gas turbine power-generating facility” will be a $3.3 billion project that will provide an estimated 1,300 construction jobs and 60 permanent jobs to the Doddridge County area, the release said.

The plant will transmit power into Mon Power’s Flint Run substation, which will then be sent on the regional electricity grid for the wholesale market, according to the PSC. However, the project is “not a public utility providing service to the public in West Virginia,” so it will not impact ratepayers, according to CPV’s application.

Construction is expected to begin in the fourth quarter of 2025. Hearings for the project that were scheduled for Mar 6 and May 8-9 have been canceled.
