5 storylines to watch in Stanislaus County's midterm elections. Here's what to know

Stanislaus County voters weighed in Tuesday on congressional races, a state Senate contest, city council seats and a controversial Riverbank growth measure. Early returns point to victories for several incumbents while setting up tight finishes in other closely watched races. Here are key takeaways: Congress: Republican Rep. Tom McClintock and Democratic Rep. Adam Gray were projected to win reelection in their Central Valley districts . McClintock led Democratic challenger Michael Masuda 56.2% to 43.8% in District 5, prompting Masuda to concede. Gray led Republican Kevin Lincoln 61.3% to 38.7% in District 13. State Senate District 4: Republican Alexandra Duarte, a Modesto-area farmer, held an early lead over Democrat Jaron Brandon, a Tuolumne County supervisor, in a closely watched race spanning Stanislaus County and the Sierra foothills . Duarte had 52.2% to Brandon’s 47.8%, with both candidates pointing to affordability and rising insurance costs as voters’ top concerns. Modesto City Council: Incumbents Eric Alvarez and Jeremiah Williams held commanding leads in the District 2 and District 5 contests . Alvarez led a three-way race with 52.9%, ahead of community organizer Juan Telles. With 68.4%, Williams defeated challenger Jared Sylvia, who conceded Tuesday night. Early results not looking good for Patterson mayor. Challenger leads with 59%

Gabriela Hernandez was ahead in the mayoral race in Patterson Tuesday night, as incumbent Mayor Michael Clauzel tried to hold onto to the city’s top elected post. Hernandez, a council member, had 59.2% in the earliest results, compared to 40.8% for Clauzel. Appointed Councilmember Chinyere “Chichi” Jack was cruising to her first elective term on the Patterson council in District B. Her opponent Carlos Ortega informed local voters in October he was dropping out of the race, though his name remained on the ballot. Jack had 63.9% to 36.1% for Ortega. Councilmember Carlos Roque was not opposed for another term in District D. Clauzel was the subject of an investigation concerning his interrelations with city staff. Last month, City Council members decided not to censure the mayor, but he received a reprimand in a 3-1 vote. A third-party investigation found that Clauzel violated city policies with his temperament in interactions with city employees and that he bypassed city procedures to become directly involved in municipal operations. The motion for a censure resulted in a 2-2 council vote with Jack and Hernandez rejecting it. Jack then made a motion for a reprimand, with only Roque voting ‘no’. Jack said during the

Update: Riverbank Measure M looks to win easily with 61.1% support in latest results

Editor's Note: Election result numbers in the story will continue to be updated. The numbers in the graphic below are the most up-to-date. A measure to require a public vote to approve Riverbank City Council decisions allowing development on farmland or open space west of the city has strong support in unofficial election results updated at 1:05 a.m. Wednesday. Measure M would essentially give Riverbank voters veto power over projects and annexations in that area. In an updated count of vote-by-mail ballots, the measure has 2,158 votes, or 61.1% support, with 1,376 votes, or 38.9% opposition. The Voters for Farmland group gathered signatures to qualify the ballot initiative. It does not mention the controversial 2,400-acre River Walk development plan, but the project is a presumed target of the measure. The Bee’s Ken Carlson reported in September that Riverbank City Attorney Tom Hallinan’s impartial analysis told voters that the growth-control initiative is “likely unconstitutional” and would lead to costly lawsuits if approved. Proponents of Measure M asked Riverbank’s city clerk to make changes to the analysis before it appeared in the Voter Information Guide for the Nov. 3 election, but no changes were made. Denny Jackman, president of Voters for Farmland,

When do newly elected officials start their terms in Stanislaus County and the state?

Once the Nov. 3 election results are certified, how soon do candidates take office? For most state positions, they are seated in January. The governor and all other state constitutional offices, including lieutenant governor, secretary of state and treasurer, start their terms Jan. 1 and serve four years, with a maximum of two terms. For state Senate and Assembly positions, winners are sworn in the first Monday in December. Assembly members serve two-year terms, and senators serve four-year terms. They have a lifetime limit of 12 years in the Legislature for both houses. In Stanislaus County, city council and mayor positions are seated Jan. 1. They both serve four-year terms with a limit of two terms. Modesto Irrigation District board members are seated in early December, serve four years and have no term limits. School board members will be seated in January to start their four years of service; there are no term limits for these positions. For the Yosemite Community College District, members take office in December for their first board meeting where they will elect a president and vice-president of the board. They will hold office for four years, and there are no term limits. Propositions and measures

Modesto Irrigation District election could put a newcomer on the board. It's not over

Editor’s note: Election result numbers in the story will continue to be updated. The numbers in the graphic below are the most up-to-date. Modesto Irrigation District Board Chairman Robert Frobose was leading in his bid for a second term against a challenger backed by his political foes. In the earliest returns after the polls closed at 8 p.m., Frobose had 62.9% of the expected vote in Division 3. Dominic Giorgi trailed with 37.1%. Giorgi tried to capitalize on $32,000 in campaign support from east side almond grower Tyler Angle and MID board Director Larry Byrd. This past year, Frobose pressed for investigations into allegations that Byrd took district water to irrigate trees on his ranch near La Grange. Byrd has denied the allegations. Frobose was pleased with the Division 3 election results thus far. “I anticipated it would be about the way it is,” he said. “We did a lot of walking and voters told me which way they would vote. It appeared I had a lot of support and they gave me a specific mandate of what they want to see done in the future.” Mike Moradian held the early lead in MID’s Division 2 election. He had 43.8%,
