(WHTM) – A Pennsylvania Lottery player recently won $1 million on a $20 scratch-off game. The Pennsylvania Lottery says the winning Million Dollar Multiplier Madness Scratch-Off was sold at Vikej Petroleum Inc. on Whitaker Avenue in Philadelphia. The seller will receive a $5,000 bonus for selling the winning ticket.
