UPDATE: A 44-year-old suspect in a bi-state incident Wednesday faces felony charges and remained Thursday in Scott County Jail, court records say. Joshua Lee Ross, 44, of Rock Island, faces felony charges of eluding – 25 mph over the limit – second or subsequent, second-degree theft, and eluding – speed over 25 mph over the limit, according to court records.
